The Ofsted achievement criterion is judged on outcomes: whether learners complete, pass, and gain something that improves their position. Providers rarely lose achievement at the end of a programme. They lose it in the months when a learner was drifting, and nobody had a reason to look.

Aptem is built so that the signals arrive early enough to act on, and so that the evidence that a completion depends on accumulates as delivery happens. This article looks at the features that support achievement and what each one changes.

Quality dashboard: achievement rates in context

The quality dashboard calculates qualification achievement rates, retention and pass rates, and accountability framework measures including withdrawals, breaks in learning, learners past their planned end date and EPA registration. It breaks results down by gender, age, ethnicity and disability, and connects to published DfE and Ofsted data.

Achievement rates are lagging indicators, which is what makes them hard to manage. Reporting them alongside the leading measures, particularly learners past their planned end date and EPA registration, turns a retrospective figure into a current one. A provider can see the achievement rate it is currently building, not only the one it reported last year.

Learning plan progress and thresholds: who is genuinely on track

The learning plan progress tracks overall progress across the plan, driven by evidence accepted against mapped criteria. Progress thresholds are configurable, setting the rules that determine when a threshold has been met.

Configurable thresholds matter because on track means something different across provision. A twelve-month programme with a heavy front-loaded qualification and a three-year programme with steady competency build cannot share one definition of what it means for a learner to be behind. Setting the rule per programme means the flag on a dashboard is meaningful, and staff act on it instead of learning to ignore it.

Criteria mapping: progress you can rely on

Criteria mapping links learning plan components to specific KSBs or qualification criteria, so accepted evidence records progress against the standard rather than against a task list. The resulting percentages feed dashboards and reviews.

For achievement, the useful property is what it exposes. A learner at seventy per cent overall may have nothing at all against a cluster of criteria that an assessor will examine closely. Progress measured against the standard shows that; progress measured by activity hides it until gateway.

Skills radar: readiness that is not guesswork

Skills radar can record assessments against competencies mapped to the learner’s KSBs, from the learner, the tutor and, where enabled, the employer. Assessments are date-stamped and repeated, and the history view shows how scores have moved.

Deciding a learner is ready is a judgement, and judgements benefit from evidence. Longitudinal scores from three perspectives show whether competence has been demonstrated consistently or asserted once, and a learner who consistently rates themselves lower than their tutor and employer may need confidence work rather than more teaching before an assessment.

Gateway reviews: a formal decision point

Reviews are configured by type in Programme Builder, and a gateway review can be defined with its own sections and requirements, drawing on skills radar, learning progress, RAG status, Functional Skills results and attachments. Reviews move through defined statuses to signature, and signatures can be required from the learner, employer and provider.

Making gateway a configured review, rather than a meeting plus a form, means the same checks happen for every learner and the decision carries dated signatures from everyone who made it. Where a learner is not ready, that is recorded as a considered decision with reasons rather than a delay nobody documented.

Portfolio export: evidence assembled as you go

Learners and staff can select evidence from across the learning plan and export it as a portfolio document, chosen from the evidence summary screen. Marking aid contributes clean or marked versions of written submissions for portfolio export.

Portfolio assembly is where achievement quietly costs the most time, because it is usually done at the end, under pressure, from evidence that was filed for a different purpose. Selecting from evidence that has been accumulating and marked throughout turns days of assembly into an export, and a learner who can see their own portfolio building has a much clearer sense of what completion involves.

Qualification registration and assessment

Qualification registration and assessment tracking handles qualifications linked to the apprenticeship standard, held separately from ILR aims management.

Qualifications inside an apprenticeship are a common source of late problems: a learner reaching the end of their programme with the standard evidenced but a mandatory qualification unregistered or unclaimed. Tracking registration and assessment alongside delivery keeps that in view while there is still time to resolve it.

Proficient: end-point assessment registration handled for you

Aptem integrates with Proficient, the end-point assessment organisation system from Skilltech Solutions, formerly epaPRO. An automated nightly process registers eligible learners with Proficient based on their ILR data, and updates to learner details in Aptem sync across.

EPA registration is administrative work with real consequences when it slips, and it depends on data a provider already holds. Automating it from the ILR removes a manual step and the version-mismatch problems that come with maintaining the same learner in two systems.

Completion and withdrawal Trackers: outcomes recorded accurately

Process Automation Trackers execute programme lifecycle changes as well as documenting them. Completion of Programme updates a learner to entered EPA or complete and closes programme aims. Withdrawal from Learning closes ILR aims with the appropriate leave reason codes. Break in Learning pauses a programme and updates ILR dates and Return to Learning restores the learner and recalculates the planned end date.

Achievement rates are only as good as the records behind them. Leave reason codes applied inconsistently, or breaks in learning recorded late, can distort the numbers a provider uses to manage provision and the ones it reports. Executing these changes through a Tracker means the ILR and the programme move together, with an audit trail explaining why.

Reporting the numbers others will see

Alongside the quality dashboard, the user generic report covers programme status, learning plan progress, review completion and compliance status, filterable by group, programme and status and exportable. OData endpoints feed the same data into a provider’s own business intelligence tools, and the compliance dashboard reports EPA registration and funding status.

Surprises at data return time are usually the result of two systems, not two realities. Using Aptem Apprentice to working from the same underlying records as the published measures means a provider’s internal view and its external position do not diverge.
